Expertise management encompasses the current concept of Editors, but will also examine issues such as different types of Editors (e.g., specialized, copy, probationary) as well as outside reviewers.

While I think there is room for case-by-case exceptions, I also believe it should not be easy to become an Editor on first registering, or perhaps go into a probationary Editor status. No matter what the subject matter expertise of the Editor, he or she needs to learn our formatting and knowledge structure, and some CZ customs. It's important, I think, for the prospective editor to know what it is to be edited, and to have the experience of creating some articles. Hypothetically, a probationary expert might be the world authority on a subject, but might not really understand the nuances of Editor Rulings. Such an expert could be assisted by an experienced Editor of any workgroup or a Constable in making a ruling.

New candidates

Citizens who simultaneously create their initial accounts and request Editor status will submit qualifications to the Editorial Personnel Administrators. After the EPAs evaluate the application, and possibly ask for additional information, they will make one of three decisions:

1. The Citizen is a candidate, but will not receive Editor status until the EPAs (or EC?) can evaluate relevant work in the Wiki, to include creating and articles in the candidate's field of expertise.
2. Reject the application
3. In relatively rare cases, accept the candidate immediately. For immediate acceptance, the candidate must demonstrate both subject matter knowledge, and online collaboration that suggests he or she can work effectively in a Wiki environment.
4. Designate the individual as a Subject Matter Expert, who can advise Editors on their field of interest, and cooperate with an existing Editor to make Editor rulings.

Established citizens

Just as a new candidate may need to demonstrate comfort with the environment, Citizens with a substantial body of experience on Citizendium may apply for Editor status based both on outside experience and their work here. In general, the individual needs relevant education and experience, but also a substantial number of articles, preferably including major participation in at least one Approved article.
