Field Support Representative, Quality Assurance
Mr. Barco is a Quality Assurance Specialist assigned to the Navy Sea Systems Division (NSSD), duty stationed in Richmond VA. He is responsible for providing technical expertise, operational assessment, and corporate support for DCMA personnel performing Product Assurance functions for the Department of Defense procurement agencies. Mr. Barco was assigned to DCMAN OCT in September 2004 after his return from an overseas assignment. as a. Mr. Barco has over 34 years experience in government.
Mr. Barco began his government career in 1971 at US Mint, Philadelphia PA, as a Physical Science Technician. He left the US Mint as a Quality Assurance Specialist in 1980 to join Defense Contracts in QA Division North Operations Branch, Philadelphia PA. From 1980 to 1983, he was assigned to a variety of contractor facilities, where he served as a Quality Assurance Specialist performing government source inspections of mechanical, electronic, nuclear and ammunition products. From 1983 to 1989, Mr. Barco was assigned to Philadelphia’s Central Operations Branch as a QA Section Supervisor with over 20 employees. His next assignment was at the Defense Contract Management Reading PA, where he directed the efforts three QA sections as a QA Branch Chief until 1994. Next, he served as a multifunctional Team Leader in the newly reorganized Contracts Operation storefront structure until 1998. As an Operations Supervisor, he led 21 civilian personnel managing contract performance of over 500 contracts awarded to contractors in Eastern Pennsylvania. Mr. Barco assumed the role as a DCMA East district Senior Functional Advisor QA for two years. Prior to assuming his current position, Mr. Barco was the Technical Assessment Group Leader for DCMA International Northern Europe office located in London UK from 2001 to 2004.
Mr. Barco is a certified instructor, teaching Product Assurance training, Data Collection and Analysis, Critical Safety Items surveillance, and Data Analysis and Review. As a Field Support Representative, he served as lead instructor in Risk Assessment Management Program (RAMP) applications deployment. Mr. Barco served on a number of Process Action Teams (PATs), including leading the DCM Reading’s Pennsylvania Quality Award submission and the annual Commander’s Unit Self Assessment (USA) report. He facilitated the creation of the Reading Computer Users Group, the Philadelphia intranet web site and chaired the DCMA Philadelphia Information Technology Advisory Group.
A native of Philadelphia Pennsylvania, Mr. Barco received his Associates of General Science degree from the Community College of Philadelphia. Two years of undergraduate studies were at Temple University, Philadelphia. He served eight years in the Pennsylvania Army National Guard (103rd Engineer Battalion). He is DAWIA Level III certified in Quality Assurance and is a member of the Defense Acquisition Corps. Mr. Barco earned the American Society of Quality certifications as a Quality Auditor and Quality Engineer. He also was certified as an ISO 9000 Lead Assessor. Mr. Barco is the recipient of numerous performance awards including Philadelphia’s Federal Executives Board’s Reinvention tool Kit Award (1997), and the DCASR Philadelphia Resident QAR of the Year (1985) and the QA Employee of the Year (1984).
